The 5th International Joint Conference on Administrative and Financial Sciences was held at Cihan University-Erbil in collaboration with the University of Lodz in Poland and the University of Mosul.
Under the slogan “Implementation of Artificial Intelligence Programs as a Fundamental Basis for the Development of Modern Business Organizations,” the conference brought together distinguished guests, including Dr. Tawana Najaf, the undersecretary of Higher Education and Scientific Research of the Kurdistan Regional Government, Omid Khoshnaw, Governor of Erbil, as well as university presidents, and numerous local, Iraqi, and international researchers.
The conference commenced on Wednesday, January 29, 2025, in the Conference Hall of Cihan University-Erbil starting with a solemn moment of tribute to the pure souls of the martyrs, followed by a series of speeches.
In his opening remarks, Prof. Dr. Amjad Saber Al- Delawi, President of Cihan University-Erbil and President of the Conference, welcomed the representative of the Minister of Higher Education and Scientific Research of the Kurdistan Region, as well as representatives from the University of Lodz in Poland, the University of Mosul, and distinguished guests and experts in administrative and financial sciences.
Prof. Al-Delawi highlighted the significance of artificial intelligence and its applications in business environments, emphasizing how the diverse scientific and cultural backgrounds of the participants enrich the conference. He described the event as a valuable academic platform, fostering global discussions and advancing scholarly debate in the field.
During his speech at the conference, Prof. Al-Delawi, underscored the importance of artificial intelligence (AI) in transforming modern industries.
“Artificial intelligence has become the main focus of innovation across various fields and professions, as it opens new avenues for development and has redefined traditional business management methods,” Dr. Al-Delawi stated.
He emphasized that the conference would explore both the opportunities and challenges associated with AI integration, with a particular focus on its long-term economic and social impacts. The discussions aim to provide insights into how AI can enhance efficiency, decision-making, and overall business performance while addressing potential risks and ethical considerations.
Prof. Dr. Al- Delawi, provided more details about the conference and the research papers that will be presented. As a result, 73 scientific research papers were submitted to the Conference’s Scientific Committee. After thorough evaluation and review by a group of experts from both inside and outside Iraq, 58 papers were approved for presentation, while 15 were rejected.
In this regard, the President of Cihan University-Erbil provided further explanation, stating:

A total of 42 research papers have been approved from universities in the Kurdistan Region and Iraq, while 15 research papers have been accepted from prestigious universities in Britain, Turkey, Qatar, Jordan, Syria, Canada, Indonesia, Cyprus, Malaysia, United Arab Emirates, Mexico, Bahrain, and Poland.
The conference will feature 6 keynote speakers, who are experts in their field. These speakers, representing universities in Britain, Poland, Cyprus, Jordan, and Iraq, will present scientific topics relevant to the conference’s focus.

Within his speech, Prof. Dr. Amjad Saber Al-Delawi spoke about the vision of Cihan University-Erbil. He emphasized that the scientific diversity in the university’s participation in international conferences reflects the clarity of the university’s vision, which prioritizes the principle of advancing university education.
He stated, “Addressing management science and finance challenges through an international conference, which gathers perspectives from researchers and scientists across various countries, holds significant importance and influence. This process is crucial for drawing conclusions and presenting various recommendations and proposals.”
Regarding the Interdisciplinary Science Rankings 2025, where universities and academic institutions from 92 countries participated, he noted that out of more than 150 public and private universities in Iraq, only 12 universities were ranked. He proudly announced that Cihan University-Erbil achieved the first rankamong all public and private universities in the Kurdistan Region and the second rank among all universities in Iraq, in addition to being ranked 251st globally.
In his closing remarks at the conference, Prof. Al-Delawi, emphasized the significance of collaborative efforts in advancing scientific research and artificial intelligence applications.
“This conference provided an important opportunity to unify the efforts of leading academic institutions, including Cihan University-Erbil, the University of Mosul, and the University of Lodz in Poland, to achieve shared goals in the development of scientific research and AI technology,” he stated.
On behalf of Cihan University-Erbil, Dr. Al-Delawi expressed his gratitude to all participants, especially the University of Mosul, the University of Lodz in Poland, researchers from Iraq and abroad, and the conference committees, for their contributions to the event’s success.
He reaffirmed Cihan University-Erbil’s commitment to fostering academic collaboration, promising that the university will remain open to scientists and scholars as a key academic hub dedicated to promoting scientific research across diverse fields.
Along with the inauguration ceremony at the 5th International Joint Conference on Administrative and Financial Sciences, highlighting the importance of artificial intelligence (AI) in modern academia and business, Dr. Nawzad Yahya Bajgar, Chairman of the Board of Trustees of Cihan Universities, delivered a speech. After welcoming guests, Dr. Bajger emphasized that the conference’s core themes focus on AI as a globally emerging subject, making its discussions highly relevant and impactful.
He underscored that the integration of AI into administrative and financial sectors can lead to significant advancements, stating that AI plays a crucial role in organizing and improving various aspects of life.
“Universities and researchers should direct their efforts toward artificial intelligence, analysing its different aspects and exploring how it can be utilized to enhance life, shape societal perspectives, and establish mechanisms for its effective application,” Dr. Bajger said.
On behalf of the president of the University of Lodz in Poland, Prof. Dr. Tomasz Uryszek addressed the audience at the Conference, expressing his university’s pride in co-organizing this prestigious event alongside Cihan University-Erbil. Dr. Uryszek emphasized the importance of this year’s conference themes, noting their strong relevance to contemporary global challenges. “This conference serves as an excellent platform for exchanging ideas, sharing experiences, and fostering new academic collaborations,” he stated.He expressed his hope that the discussions and research findings emerging from the conference would be fruitful and provide meaningful contributions to all participants.
During the opening ceremony of the conference, the speech of University of Mosul was read by Prof. Dr. Sahir Ahmad Salman, Vice President of the University. Dr. Salman expressed his satisfaction with the joint scientific collaboration and congratulated Cihan University-Erbil for successfully organizing and hosting the event. He also praised the reputation and prestige of Cihan University-Erbil, recognizing it as an exemplary institution. Commenting on the importance of the conference, Dr. Salman stated:
“The challenges we face today, both internally and externally, demand creative solutions. The world has encountered administrative and financial challenges in various forms, and it is encouraging that this conference provides a specialized platform that will play a critical role in reviewing and restructuring the administrative and financial principles of institutions.”
Over the course of the two-day conference, 58 research papers will be presented by scholars and researchers from various regions, organized into six distinct themes. In addition, six prominent keynote speakers will lead the conference, sharing their expertise and insights on the intersection of administrative and financial sciences and artificial intelligence.

Under the slogan ‘From Assessment to Implementation,’ the Business Administration Department at Cihan University–Erbil conducted a follow-up visit to Erbil High School for Outstanding Students on Wednesday, December 3, 2025. The visit aimed to monitor the progress of the maintenance and development plan prepared by the department following its previous assessment.
The visit involved a group of fourth-stage students led by Assistant Professor Dr. Qusay Hameed Al-Salamy. They were received by the school principal, Mrs. Ruqia Salahaddin Shaker, who expressed her deep appreciation for the immediate response and the commendable initiative of the university and the department.

On Monday, September 29, 2025, students from the Media Department at Cihan University-Erbil went to Sheikh Mahmoud Namir Preparatory School for Boys to carry out the Electronic Media Safety Campaign there.
At the beginning of the activity, Mr. Shwan Salim Ismail, the school principal, received the students and expressed his thanks and appreciation to the Media Department at Cihan University – Erbil for its continuous support in organizing seminars on important topics that enhance students’ awareness. The seminar began under the supervision of Assistant Lecturer Dlan Ismail and in the presence of twelfth-grade students, focusing on the necessity of proper and responsible interaction with technology. It was dedicated to discussing the dangers and negative impacts of misusing communication devices and social media networks on students’ academic performance and social lives.
In the first part of the seminar, Rizgar Salih, a third-year Media Department student, explained in detail various methods of personal protection from digital dangers, with particular emphasis on safeguarding personal secrets, being cautious about sharing personal information, and identifying fake or suspicious accounts.
In another part of the seminar, student Avin Bahjat provided a legal explanation and outlined the details of the law on the misuse of communication devices in the Kurdistan Region. She described the types of penalties imposed on violators, thereby alerting students that misusing social media carries serious legal consequences. At the same time, the numbers and methods for contacting emergency and complaint hotlines were clarified as an important service. This activity was regarded as an effective and necessary step toward creating a safe and informed educational environment.
In line with global initiatives to combat breast cancer, students from the Media Department at Cihan University-Erbil conducted an intensive breast cancer awareness campaign under the supervision of Assistant Lecturer Dlan Ismal Mawlood. It took place in the popular market of the Newroz neighborhood in Erbil on Monday, October 6, 2025.
The students, all female, represented every stage of the aforementioned department. They distributed specialized brochures containing accurate and scientifically validated information on breast cancer prevention, the importance of a healthy lifestyle, and the early signs of the disease. Another significant activity of the campaign involved pinning pink ribbons onto the women’s clothing. This activity greatly contributed to creating a visible impact and disseminating the awareness message among a large number of people.
In response, citizens, especially women and girls, expressed their profound appreciation for the implementation of this campaign. They extended their gratitude and commendation to the students for their efforts in conveying and spreading correct health awareness messages, fostering positive change within the community, and serving the public good.
der the supervision of Assistant Lecturer Dlan Ismael Mawlood, students from the Media Department at Cihan University-Erbil conducted an intensive awareness activity on electronic media safety on Monday, October 6, 2025, at Ahmad Raikani Girls’ School in the Bahrka district.
They were received by the school principal, Ms. Shilan Mohieddin Ahmed, who expressed her profound gratitude and appreciation to the Media Department at Cihan University-Erbil for its continuous initiatives in organizing awareness activities and seminars for school students. She emphasized the critical importance of such initiatives, especially given the increasing interaction of students and youth with communication tools and electronic media in today’s world.
The activity commenced with a lecture delivered by Zina Sharif, a fourth-year student in the Media Department, who discussed the psychological and social impacts of cyberbullying on students. She provided a comprehensive explanation of personal protection methods and strategies against electronic violence, emphasizing the need to be cautious about inappropriate comments, threats, and fake news prevalent on social media networks. She also outlined the procedures for filing complaints with the relevant authorities.
This was followed by a presentation of a detailed legal overview by another fourth-year student, Barzi Azad. He reviewed the provisions of Law No. 8 of 2008 concerning the misuse of communication devices in the Kurdistan Region and explained the types of penalties imposed on violators. This segment specifically targeted tenth-grade students at the school, aiming to raise their awareness of the dangers of electronic media misuse and encourage them to adopt responsible practices when using these platforms.
Finally, the supervising instructor thanked the school administration and staff for their warm reception, expressing hope that the Cihan University-Erbil students had provided the school’s students with valuable and beneficial information.
On Thursday, October 9, 2025, the Department of Media at Cihan University–Erbil organized a specialized seminar titled The Role of Women in New Media: Participation, Success, and Self-Protection, under the supervision of Assistant Lecturer Ahmed Jamal Hama Karim.
This seminar, delivered by journalist Berivan Anwar Khoshnaw at the Cihan Academy Hall for Training and Development, focused on the significance of media work for women. It included her personal career experiences and the decision-making process that led her to become a journalist. The seminar also highlighted the socio-cultural factors that restrict women from working in certain media roles and discussed the opportunities presented by digital platforms, explaining how these platforms have enabled women to express their voices without institutional permission.
Ms Berivan also emphasized the importance of women understanding how to protect themselves from issues, challenges, and risks encountered online, such as threats and inappropriate language, as well as strategies for dealing with harmful messages directed at them by the surrounding community during their media work. The students actively participated in the seminar. Following a discussion and exchange of views, they expressed that the seminar broadened their intellectual horizons and called for the continuation of such activities to further familiarize themselves with the situation of women in new media.
Upon completion of the seminar, the Department of Media presented a certificate of appreciation to Ms. Berivan, expressing gratitude for her presentation to the students. The significance of continuing similar academic activities to further raise students’ awareness was also emphasized.
On January 28, 2025, the Business Administration Department at Cihan University-Erbil hosted a workshop titled Intelligent Scheduling Systems for Complex Manufacturing Systems. This event, presented by Associate Professor Ammar Al-Bazi from the School of Business at Aston University, UK, provided valuable insights into the challenges and ways of scheduling in complex manufacturing environments.
The workshop began with the first session, which shared the real-life challenges faced in manufacturing scheduling and introduced intelligent algorithms to address them. The next session focused on the key features of scheduling algorithms, highlighting how they reduce setup times and efficiently allocate resources. It also underscored real-time data integration to dynamically adjust schedules and include outsourcing.
The workshop was followed by a live software demonstration in which the participants saw how scheduling issues, dynamic adjustments, and resource allocation were resolved. The session also presented Gantt chart visualizations for production schedules.
In the final session, the results from the live demonstration were reviewed, emphasizing improvements in terms of scheduling efficiency. This session also pointed out how the solutions could be scaled to different manufacturing environments.
The workshop concluded with an open Q&A session followed by a discussion session. During these sessions, the participants asked questions while gaining valuable insights into the future of intelligent scheduling in manufacturing.

The workshop featured various presentations by Mr. Bashdar Habib Mohammed, a representative of Superior Design Company, who covered several aspects of recycling. He emphasized the significance of reusing materials, which plays a crucial role in reducing environmental waste.
Additionally, the workshop addressed the challenges involved in recycling. Students actively engaged with the topics, contributing to scientific discussions on the different types and methods of recycling.
The workshop provided valuable insights into the importance of recycling and the challenges it faces. Through interactive discussions, students gained a deeper understanding of sustainable practices and the various methods of reusing materials. This initiative not only raised awareness about environmental protection but also encouraged students to explore innovative solutions in the field of recycling.
